Job Title: HR & Admin Executive

Position Overview:
We are looking for a highly organized, proactive, and experienced HR & Administration Executive to oversee the full spectrum of human resource functions and administrative operations across our UAE offices. The ideal candidate must have extensive experience in employee lifecycle management, remote and outsourced staff coordination, office facility management, and deep familiarity with UAE labor laws and free-zone compliance requirements (especially DMCC and DAFZ). This is a key leadership role that supports both strategic and operational excellence across HR, procurement, legal coordination, employee engagement, and office administration.
Key Responsibilities:
Human Resources Management:
Recruitment & Talent Acquisition:
- Lead end-to-end recruitment activities: job description drafting, sourcing, screening, interviewing, and offer negotiation
- Utilize digital platforms, ATS tools, and background screening solutions for effective hiring
- Coordinate hiring of in-office, remote, and outsourced staff in compliance with UAE laws
Employee Onboarding & Offboarding:
- Prepare onboarding plans, documentation, and induction for new hires
- Manage visa applications, medicals, and Emirates ID issuance in collaboration with PRO
- Ensure smooth offboarding, exit interviews, clearance processes, and final settlements
HR Policies & UAE Labour Compliance:
- Draft, update, and communicate HR policies and employee handbook in line with UAE Labour Law
- Ensure timely updates and compliance with DMCC/DAFZ employment regulations
Performance & Development:
- Design and implement employee performance appraisal frameworks
- Support employee training, development plans, and goal alignment with department heads
Employee Relations & Welfare:
- Act as the point of contact for employee grievances, conflict resolution, and workplace issues
- Foster a positive work environment through team-building, wellness, and feedback initiatives
- Maintain confidentiality, fairness, and transparency in all HR dealings
Administration & Facility Management:
Office Operations:
- Oversee day-to-day administrative operations including reception, housekeeping, and support staff
- Ensure facility cleanliness, security, workspace allocation, and maintenance are in optimal condition
Procurement & Asset Management:
- Manage procurement of office supplies, equipment, IT assets, and vendor negotiations
- Maintain asset registers and ensure adequate stock levels through inventory audits
Vendor and Supplier Management:
- Manage contracts and service levels of outsourced vendors (cleaning, IT support, security, etc.)
- Evaluate vendor performance and enforce SLAs
PRO & Government Liaison:
- Coordinate all documentation and processes for work permits, visa renewals, medical tests, Emirates ID, trade license renewals, and compliance tasks with DMCC and DAFZ
- Ensure timely submissions and maintain organized records of PRO activities
Legal & Policy Coordination:
- Liaise with external legal consultants for contract review, employee disputes, and government inspections
- Coordinate legal documentation, renewals, and ensure business compliance with local laws
- Support legal case preparation for employment-related matters if required
Staff Outsourcing & Remote Management:
- Manage outsourced staff arrangements with manpower suppliers or third-party agencies
- Ensure contracts, payroll, compliance, and performance monitoring of outsourced and remote staff
- Deploy tools for productivity, attendance, and performance tracking of remote teams
Employee Engagement, Rewards & Benefits:
- Design and implement employee engagement programs: events, recognitions, wellness, and surveys
- Administer benefits: insurance, leave, travel allowances, etc., and evaluate new policies to enhance satisfaction and retention
- Conduct market benchmarking for compensation and benefits
HR Technology & Systems:
- Administer HRIS and ERP platforms like Microsoft Dynamics, Zoho People, or similar
- Create and maintain employee records, payroll inputs, leave management, and compliance documentation
- Leverage digital tools for assessment, recruitment, attendance, and onboarding
Qualifications & Skills:
Required:
- Bachelor’s Degree in Human Resources, Business Administration, or equivalent
- Minimum 5 years of UAE-based HR/Admin management experience, preferably in DMCC/DAFZ companies
- Strong working knowledge of UAE Labour Law, visa processes, employee contracts, and free-zone rules
- Demonstrated experience with Office Facility Management, Remote/Outsourced Staff Oversight, Vendor and Contract Management, Digital HR tools and ERP platforms (e.g., Zoho, Microsoft Dynamics), PRO coordination (DMCC, DAFZ)
Preferred:
- HR certification (e.g., CIPD, SHRM, or PHR)
- Familiarity with background screening tools and digital employee assessments
- Strong analytical skills using Excel and reporting dashboards
